Our defense is so often spent on big contracts for weapons that sometimes never even work.  I want to build military facilities along the borders of our nation connected  by underground rail systems that double as bomb shelters and emergency supply storage.  These facilities will be for defense and training.  Our troops will train in different climates along our many land and sea borders.  There will be patrols between these facilities designed to secure our borders preventing any unauthorized entry.

The rail system would be utilized by our soldiers and emergency personnel to move supplies and save American lives wherever needed.  The rail systems will run along the borders and eventually along the interstates.

Our power grid is a very important part of our defense.  The underground tunnels used for the rail systems would have a back up secondary power grid that is ran on an emergency reserve of coal and oil.  These energy plants will be underground and secured in bomb shelters along side emergency power grid replacement parts.  We can no longer gamble on our current crumbling infrastructure.  This is a vulnerability that will one day be exploited by our enemy.

Our communications networks need to stay online in the event of disaster of foreign attack.  This is a closed network that is ran through the underground as well.  The network is to be made up of new and old technologies with many backup networks of all types of communication.

The government needs to drill for the oil in basins thought to be too costly to obtain to profit from by private companies.  This oil would be used by the military and stored for emergencies.  When the demand of the US military is taken off of the market the prices will drop dramatically.  Emergency refineries designed to withstand an attack would be used to process this fuel.  This is yet another vulnerability left unchecked by our current partisan conflict over fossil fuels and defense.  We will let our people die while we are fighting over how to best protect them.

Coal is vital for producing steel and power to our nation.  Emergency coal plants and storage would be needed to maintain our military facilities separate from other power grids.  We must set up a backup power grid that is protected from attack and natural disaster.
